What is the role of nuclear weapons in the post cold war world? Recent confrontations in the Persian Gulf and on the Korean peninsula suggest that the control of those weapons will continue to be an important international issue. This collection of essays explores the relationship between the United States and an older nuclear 'maverick,' India. The contributors are policy and scientific experts convened to explore the possibility of an Indo-U.S. rapprochement on the questions of nuclear proliferation. Both countries have as their goal the reduction of the nuclear threat; however, for over two decades they have disagreed about the best means to achieve it.
