This book constitutes the refereed proceedings of the 8th International Conference on Social Computing, Behavioral-Cultural Modeling, and Prediction, SBP 2015, held in Washington, DC, USA, in March/April 2015. The 24 full papers presented together with 36 poster papers were carefully reviewed and selected from 118 submissions.
