On September 17, 2007, Secretary of the Air Force Michael W. Wynne announced the activation of Air Force Cyberspace Command (Provisional) (hereinafter referred to as AFCYBER(P)), effective on September 18, 2007.1 The mandate for AFCYBER(P) is the implementation of Air Force coordinated field-level implementation actions needed to stand up a future permanent Major Command (MAJCOM).2 Any such actions related to this mandate must be approved by the Chief of Staff of the Air Force.3 Movement towards creation of AFCYBER(P) was to be swift. By September 18, 2007, AFCYBER(P) was to begin operating with an initial headquarters staff made up of 18 Eighth Air Force personnel, 86 Air Force Communications Agency (AFCA) personnel, and 55 personnel from the Air Force Command and Control, and Intelligence, Surveillance, and Reconnaissance (AFC2ISR) Center.
