Several national level publications provide guidance, commentary, and insight on America's security, role in the global war on terrorism, defense and way-ahead for Iraq. These documents include National Security Strategy of the United States of America, National Defense Strategy of the United States of America, National Strategy for Combating Terrorism, National Strategy to Combat Weapons of Mass Destruction, and (the subject of this paper) National Strategy for Victory in Iraq. In each of these documents, terrorism is identified as a threat. The Nation's actions (diplomatic, informational, military, and economic) since September 11, 2001 have highlighted this core rubric in planning, course of action development, and communication of the way-ahead. Each document defines a desired end-state for the associated strategy and attempts to define the term terrorism.
